You have a limited number of kicks (displayed in the lower-right corner of the screen) to score a higher amount of goals than the opposing team. If you manage to make it to the top two of your group, then you will continue on to the knockout stages of the World Cup, which are played similar to a round robin tournament. If you fail to place in the tournament, then this soccer game will be over for you.
If you tie in a tournament round, you will have one last chance to claim victory in a penalty shootout. Both teams gets five kicks, and the team with the most goals at the end of the shootout wins the match. Unfortunately, you cannot play as a goalkeeper to block the opposing team's attempts in this soccer game, and the results of your opponent's kicks are randomized.

Just be sure to compensate for the direction and power of the wind!
